Keith Bailey has been a pharmacist for over 29 years and graduated from Memorial University in 1996 with a B.Sc. Pharm. He also completed his MBA from Memorial University in 2007. He has been active in the profession in many roles including Chair of the Newfoundland and Labrador Pharmacy Board, President of the Pharmacists Association of Newfoundland and Labrador and the Board of the Canadian Pharmacists Association. He is a regular lecturer at Memorial University’s School of Pharmacy in the area of Leadership and currently owns three Shoppers Drug Mart locations in metro St. John’s.

Jackie McCann-Scott is an Honors graduate and Dean’s Award recipient from Memorial University of Newfoundland’s Commerce program, a Certified Financial Planner (CFP) and a Certified Health Insurance Specialist (CHS).

Over more than 20 years, Jackie has established herself as a leader and trusted advisor in the financial services industry. As the founder of Lupin Planning Group Inc and an active member of Advocis – The Financial Advisors Association of Canada – she recently led an initiative to help improve the financial literacy of the province’s youth and is a regular contributor to various local media and invited guest speaker, where she helps people gain clarity on a wide variety of financial topics.

A tireless volunteer and wellness advocate, she currently serves as the Chair for the Newfoundland and Labrador Division of the Canadian Mental Health Association as well as a Director with the Downtown CBS Business Improvement Association. A champion for female empowerment, in 2023 she was the proud recipient of the Mentorship Award from the Newfoundland and Labrador Organization of Women Entrepreneurs (NLOWE).

Jackie lives with her husband and their two children in the beautiful town of Conception Bay South. When not on a volleyball court or at their camper, she and her family can often be found sharing their musical talents with the community.

Sonya White is the Administrative Assistant for the Downtown CBS Board. Sonya has over 20 years of experience supporting executive leadership teams and strong expertise in financial and document management systems. She is known for being reliable, organized, and approachable, and works well in collaborative environments.




About Us

The [Downtown] Conception Bay South Business Improvement Association (DCBS) represents 114 businesses in the Town of Conception Bay South located along the Conception Bay Highway (Route 60) from Manuels River Intepretation Centre to the Terminal Road boundary west of the Town Hall, who have come together to mutually support, improve, and grow business activity in the Downtown district.

The DCBS Board of Management is comprised of volunteer business owners and managers dedicated to fulfilling the mandate of the Association; that being the support and engagement of the Downtown CBS membership in the marketing and promotion of their business and the Downtown district to visitors, clients, customers, and prospective investors. and new businesses.

Beginnings

“The Conception Bay South Business Improvement Association” was established by the the Town of Conception Bay South on January 15, 2019 under the direction of then Mayor Terry French; the name specified under Article 5, section “b” of the Conception Bay South Business Improvement Regulations, “Establishement of a Board of Management”.

The Regulations detail eligibility for membership in the Association and election to the Board as well as the rules of of hiring of employees, engagement of advisors, and submission of expenditure estimates to Council.

Looking Forward

As part of the DCBS Strategic Planning initiative of February 2023, The Downtown Conception Bay South Business Improvement Association (DCBS) has planned and implemented a number of ongoing Programs and Initiatives. These include Marketing and Promotions in the form of radio ad campaigns, signage and pole banners, trail markers, and branded street signs, as well as event planning and facilitation.

In the Fall of 2023 the Board hired a Director of Social Media and Communications and has since undertaken a rebranding of the downtown marketing materials and online media in particular the Downtown CBS web site including updating and functional enhancement of the Business Directory.

Ongoing Programs include communications and outreach initiatives, the beautification program, and marketing administered through the Executive, Action Plan, and Marketing Committees. Details of DCBS Programs and Unities are included in the For Members section of the web site.
